S106 Advice & GLA Toolkit Modelling (3 Dragons)

The GLA toolkit has been in operation since 2002. It provides the user with an assessment of the economics of a residential development and to test the economic implications of different types and amounts of planning obligation and, in particular, the amount and mix of affordable housing. It uses a residual development appraisal approach which is the accepted approach in valuation practice.

We have trained professionals who carry out GLA Toolkit (3 Dragons) modelling to assist Private Developers.

We provide pre-planning advice to land owners and developers to:

  • Reduce the levels of financial s106 contributions
  • Obtain HCA grant support in Boroughs with a 'no grant policy for s106 units'
  • Increase levels of home ownership
  • Obtain support for a cascade method that is concerned with levels of grant and tenure types
  • Change policy with respect to tenure types
